José Antonio Monago is consolidating himself as a “free verse” in the PP. After reducing the cultural VAT and approving the extra to officials against the Government's guidelines, he has now shown himself totally opposed to the reform of the Abortion Law. Rajoy has confessed to party leaders that he has to “let him do it” because he governs in Extremadura. The president of the Junta de Extremadura yesterday took another step in his crusade against Alberto Ruiz-Gallardón's project , presenting a motion in the regional Parliament urging the Government to "not move forward" in the processing of the Law until "it is has consummated a dialogue and debate" with other political forces that will lead to a "much more consensual" regulation of the voluntary interruption of pregnancy. José Antonio Monago's proposal occurred just a week after the National Executive of the PP in which the regional leader confronted the rest of the party leaders, opposing the reform of the Abortion Law. His speech, which became “aggressive” with other barons such as Alberto Fabra, did not leave anyone present indifferent. Despite everything, the one who has kept calm with this controversy has been Mariano Rajoy. As El Confidencial Digital has learned , the President of the Government decided a long time ago to “let Monago do his thing ,” and this has been conveyed to the PP leaders with whom he has more confidence. In the opinion of the Chief Executive, being tolerant of the Extremaduran leader "pays off", which is why he has no intention of stopping him.

It is the price of governing Extremadura for the only time” The sources consulted by this newspaper explain that Rajoy himself has acknowledged on several occasions that with Monago "little can be done", since he is at the head of a Government supported Phone Number List  by the United Left . For the president, "it is necessary" that the regional leader "have gestures" with the communists, so "it must be understood that he has a different speech." What's more, Mariano Rajoy himself has confessed to his closest friends that "in Extremadura we have a Government that we are not going to have again ", so "we must have more of a left hand with Monago." In this sense, the Chief Executive considers the 'free verse' of the President of the Board as "a price that we have to pay to remain at the head of a community in which we will never govern again."Alfredo Pérez Rubalcaba has convinced the regional barons of the PSOE to support his proposal to hold primaries in municipalities and autonomies before at the national level. However, the fact that these internal elections are not 'French-style', such as to choose the head of the list for the general elections, has outraged some party leaders. As El Confidencial Digital has learned , the opposition leader has been making calls to regional leaders since before Christmas to gauge their opinion about holding primary elections at the local level before carrying them out to elect a PSOE candidate for the general election.

Some of the regional barons of the party, who have spoken with Rubalcaba recently, explain to this newspaper that “none of us have objected” to holding these internal elections in the autonomous communities before at the national level. However, there is controversy, internally, over the model that Ferraz will approve for these regional primaries . The candidates for the regional elections will not be chosen 'in the French style' The sources consulted by ECD explain that, in the text that the national leadership of the party will present in the Federal Committee this weekend, the obligation to hold regional primaries before the general elections will be approved, and the model of elections open to militancy will be approved. to elect the head of the list for the 2015 elections. However, it will not be specified , in any articles, that the primaries in autonomies and municipalities have to be, in a mandatory manner, 'French-style' , so the current model will be maintained, in which the candidate is chosen by the regional and local executives. This circumstance will provoke, according to PSOE leaders, criticism against Ferraz from some regional leaders. Specifically, Tomás Gómez and Ximo Puig are expected to take advantage of their intervention to request that the primary model at the national level be the same as for the autonomies and municipalities. Ferraz explains to ECD that each local executive “will have the freedom” to hold the internal elections “open to militants and sympathizers or as until now.” In Asturias and Andalusia there will be no primaries People very well placed in the national leadership of the PSOE explain that the obligation to hold primary elections in autonomous communities and municipalities will have a series of exceptions. They are the following: -- They will not be held in the territories where the party governs : In this way, there will be no primaries in the PSOE of Asturias and Andalusia. Nor in the cities and towns where there are mayors.
